Ticket: #477 - Events show under All Events but not in Chapter

The ticket moved to the Talk Needed filter.

Ticket changed from Reviewing to Talk Needed status.
Comment: Cause: the chapter Events tab shows only approved events. All Events uses viewer-aware visibility, so Mike/admin/founder could see the pending BlackPhoenixRising events there, but the chapter page hid them.
