When a member logs in that has pending chapter request he should get a notice that his chapter is pending or put something on his view of the website that says this.
Right now $Mel has a pending chapter. $Mel has no way of seeing this chapter request or no visual on the website telling him he has a chapter request pending. $Mel cant see any info about this requested chapter, which he needs to
