Ticket: #451 - cell phone cant upload pics

A comment was added to the ticket.

I found a likely mobile-specific upload blocker: the required-form validator checks file.value.
Some phone browsers can have a selected file in files while the value string remains unreliable, leaving the Save button disabled or the form treated as incomplete.
Trying to see if apple and adroid are diferrent before i fix this.
