Issue update

Ticket: #424 - All Photos = default order?

The ticket moved to the Need Feedback filter.

Ticket changed from Open to Needs Clarification status.

Comment: All Photos shows chapters first, then albums after you pick a chapter.

Chapter order in All Photos:
 - Guests: World Wide NRR first, then chapters near the visitor’s resolved location. If location is not usable, the rest are alphabetical by chapter name.
 - Logged-in members: their default chapter first, then their other joined chapters by newest chapter photo, then all other chapters using the guest order.

Album order inside a chapter:
 - Albums with photos sort by the newest uploaded photo in that album.
 - So if you add a new photo to an older album, that album moves up.
 - Empty albums show after albums that have photos.

Photo order inside an album:
 - Newest photos first, using uploaded_at descending, then photo id descending as the tie-breaker.
 - One note: the visitor home All Photos card is different. That card uses the newest visible public photo across all chapters, but that does not change the normal /photos browsing order.
