Issue #387 needs review on No Rules Riders®.

Message:
The ticket moved to the In Progress filter.

Ticket changed from Needs Clarification to In Progress status.

Comment: Some of this is user error.
Correct a state is not a region. New website populated regions with old website territory. I will deleted all the (USA) State name and then see how its working
